It is at the community level that Canada’s environmental and economic challenges meet. Small towns and large cities are on the front lines of environmental problems such as waste management, water quality and transportation. At the same time, they are where most of the country’s economic activity occurs – and where economic hardships are most keenly felt. Constrained by provincial law, many municipalities are looking for innovative solutions. SP focuses on developing a broad array of market-based instruments to help municipalities address environmental concerns while creating new sources of revenue.

















SP’s top policy research priorities in this area include:

  • Smart Budgets for Sustainable Communities: analyse and understand why and how to adopt MBIs at the municipal level, and how to design them, to address an array of environmental challenges-- such as water, sprawl, energy, pollution and greenspace — in a cost-effective manner. Also examines political and policy challenges.

  • Market Tools for Sustainable Transport: investigate how a range of municipal MBI options could be used to secure cleaner and more sustainable transportation, in order to ensure that application of these instruments can be most effective.
