was put together by CivicAction based on consultation and feedback over the last year from a summit occurring in February.
This paper
reviews global experience of paying for roads as you use them and reports that it is commonplace across much of the developed world. It is technically successful; meets objectives ranging from managing congestion to raising revenue to fund road improvement; need not be prohibitively costly; and once in place, tends to gain public acceptance.
This toolkit was developed through collaboration with the Ontario Power Authority, Canadian Urban Institute, and Canadian Environmental Law Association, with overall direction provided by Quality Urban Energy Systems of Tomorrow (QUEST).
Building more roads won't eliminate traffic, smart pricing will.
The evidence in the countries visited in this scan shows that road pricing can play a vital role in creating new funding for transportation, encouraging improved quality of life in the urban environment, advancing economic productivity for goods movement and business, increasing the use of public transit, and reducing congestion and emissions.
